Yes it is still worth applying. Some departments are obviously more political then others, and some backdoor the process, but that doesn't mean you should be discouraged. You'll miss 100% of the chances you don't take. You might hear back no from most PD's but it only takes one Yes.

There will be a new Civil Service exam for 2019. Like most years the registration will most likely begin in August, with the exam taking place between October - December. What do you mean by their own hiring process?

To answer your question yes; it's worth applying to any and every police department you're interested in. I teach at the academy every single year, and I have seen people from all walks of life, most without LE experience at all.

Full time academy time or SLEO II academy time?

I've heard stories of people buying back both, but have a better chance of buying back full time. If you've already submitted it, and were denied I believe you can contest that. Call them and ask.

If you're already in PFRS for the past (3) years then you will continue to remain in PFRS. The age requirement will not apply to you because you were already enrolled.

PFRS transfer to State Police

So the NJ State Police are in the State Police Retirement System (SPRS). They're going to be accepting applications this April (2019), asking for another officer. If you're already enrolled in PFRS does your time transfer over or would you have to buy it back?!

They're almost 99% of the time doing a random drug test for marijuana, I promise you if you are terminated from a pre-workout supplement you would have an amazing lawsuit.
