Emailing Departments

Do you think it wise to send mass cover letters and emails to the chief of police at departments even though they do not have a job announcement? I've done this in the past and the typical response is usually nothing I was just wondering if this worked for anyone else?

I agree with Raven, if you email your cover letter, it can be easily seen as unprofessional. Go to each individual department in a suit, with your resume and hand deliver. I did that at over 60 departments from Mahwah to Lower Township in Cape May. I will see many of them you don’t hear back from but you have to do that to show initiative.
