Anybody ever hear of a case where a promotion is accepted and the officer in question ends up falling behind his hire class in salary? The officer gets an initial raise with promotion but then the steps end up paying less than previous position?

were they maxed out as an officer when they got promoted to that first step of rank?

Yes this happens all the time. Lets say for example a P/O top pay is $80,000. If you were promoted and you were at top pay you would get lets say 5% over would be $84,000 (New Sgt Pay).

However on the flip side, if you're a P/O and you're only at $75,000, w/ a 5% increase you would be at $78,750. Thus being paid less then a top paid P/O.

A way to prevent this is to put in your contract, which ever step the P/O is at they would get 5% over, but could NOT be less then Sgt starting pay. Some people don't take promotions because they take more responsibility but very little pay.

No was frozen at step 8 (10 total). Its basically caused by being promoted from longevity steps to longevity steps. Unfortunately we were frozen and there was no update on a new contract when I took the promotion.
