I received a 97 and still haven’t received a cert I’m a Clifton resident as well

They probably didn’t send out a lot of certs because they haven’t gotten through all the Vets yet.

Sounds Like Clifton has limited hiring budget, So they spending that Hiring Vets or D Vets.. Smart.
