The civil service process is different than the chief's testing. The 35 year age restriction only applies to Municipal Police Officer on the LEE and not Sheriff's, Corrections, Campus Police Officer, etc, on the LEE announcement.
Oddly, they have the system set up that as long as you are under age 35 as of the "Closing Date" set on the LEE announcement, you are age eligible for the life of that pool to be hired as a municipal police officer. Since it is civil service, agencies must hire within the "Rule of Three" (can only bypass 2 candidates on a certification), so there is no real disadvantage to being an older candidate in a civil service process as long as you are under age 35 as of the closing date of the announcement.
The downside to being over 35 when hired relates to the pension rules. PFRS requires that a new member be under 35 or have other credible service time that would bring the new member below 35. Otherwise, you may have to be enrolled in PERS instead of PFRS
For example, if the LEE is in 2019 and a candidate turns 35 in January of 2020, he or she would be eligible for appointment as a municipal police while over 35 from that testing cycle. For instance, if the candidate is a resident of Brick Township and the Brick Township PD certifies a list in mid 2020, that candidate's name would appear and he or she would be eligible. Once the pool expires thereafter, that candidate would no longer be eligible for municipal police officer in NJ unless he or she could reduce his or her age with prior credible service (military or police).
As far as the general question of the civil service testing process being worth it, anyone who has experience the tremendous uncertainty of the varied and very subjective non-civil service process generally appreciate the difference and appeal rights of the civil service process. It all depends on what job you want and where you live (civil service jurisdiction vs. non civil service jurisdiction).

With the NJDOC announcement being posted on December 1, 2018, that leaves the very distinct possibility that the 2019 LEE is could to be announced sooner than expected. Since the NJCSC uses the same exam for NJDOC and the LEE, they would be creating an incredible headache for themselves (which they often do) and a concern for candidates if they run completely separate (Spring/Fall) testing cycles. Since many of the candidates apply for both announcements and they won't let candidates take the exam twice in one year, the issue of "carrying over" the scores from the NJDOC exam cycle to the LEE cycle is a concern. If they stick to a Fall of 2019 cycle for the LEE, it will be stated in the NJDOC Exam Orientation Guide (once posted) that the scores will "carry over" to the LEE.

Since the NJCSC has not yet posted a tentative date for the NJDOC exam administration on their website like they did in 2017 to advise applicants, it leads to the possibility that the NJCSC may be planning a full cycle including the LEE for the Spring rather than the Fall. Obviously, this will be cleared up once they release the Orientation Guide.

It should be noted that they have given out very conflicting information to candidates over the last month. Some candidates have been told to expect the announcement in July and others have been told to look for it right after the New Year. This is very common for the NJCSC. Even direct information from the commissioner's office cannot be relied upon.

If they are going to announce the LEE to coincide with the NJDOC testing, applications will open on either January 1st/2nd, 2019 or February 1, 2019. That would lead to testing throughout the Spring of 2019.

The mystery will hopefully end by the end of next week into the weekend. Unfortunately, the information staff at civil service has been giving out "opinion" or "guesses" to both candidates and officials ranging between a February 1st announcement (to correspond with NJDOC announcement and test cycle) and a July 1st announcement (to follow their normal fire and/or police testing cycle in the fall).
The secrecy at the top in the civil service commission defies logic. Their call-takers are fielding hundreds of inquiries a day and they refuse to give their own staff the accurate information.
We'll see on the 1st.

The most accurate information regarding the next LEE announcement thus far is July 1, 2019. Unfortunately, it is likely that the NJCSC may not let candidates know if the upcoming NJDOC test and results will carry over automatically for those who later apply for the LEE. Unfortunately, this will likely not be known for sure until the July 1, 2019 LEE announcement.

IT IS VERY CRITICAL THAT ANYONE TAKING THE NJDOC EXAM GO ALL OUT AND DO THE BEST YOU CAN, AS THE RESULTS WILL LIKELY CARRYOVER TO THE LEE WHETHER YOU WANT THEM TO OR NOT.

I have posted the CCS Test Prep® Schedule for the 2019 NJ LEE prep. Early registration is also available. The NJCSC will actually be using an online portal to allow candidates to select their test date, time, and location, among an extensive list of available test sites and dates. So, there is some flexibility in when an individual chooses to attend prep. My August classes will close out first since a lot of candidates like to have more time. Also college schedules, etc., come into consideration with the August classes.

In addition to the in-class instruction, binder of material and practice questions, formal testing, scoring of practice exams, etc., I'm also going to allow my students to use my Online Learning Platform to repetitiously take short practice quizzes during the days leading up to the time of the actual exam. The automated quizzes are immediately scored and include answer guides to ensure understanding before test day.
This will certainly increase confidence and proficiency and allow every one of my student to strive for perfection on test day. Perfection is not only desired, it is expected.
